Uganda Advances Development Financing Partnerships at The Africa Financial Summit in Angola
The State Minister for General Duties Cissy Mulondo represented the Government of Uganda at the Africa Financial Summit (AFIS 2026), held from 3–4 November 2026 in Luanda, Angola.
The Summit focused on reshaping Africa’s development financing landscape by mobilising African capital, unlocking private investment and strengthening financial institutions to support sustainable economic transformation. Discussions examined how Africa can better connect its financial resources with its development needs and translate financing commitments into productive investments.
A key area of discussion was the mobilisation of domestic savings, pension funds and insurance assets for long-term development, while protecting savers’ interests and ensuring sustainable returns. Participants also explored the role of deeper capital markets and local-currency financing in expanding financing options and managing currency risks.

On the sidelines of the Summit, the Minister participated in engagements on the African Development Bank’s New African Financial Architecture for Development (NAFAD), which seeks to improve how capital and risk are mobilised, structured and deployed across Africa’s financial system.
NAFAD is organised around three complementary pillars: System Architecture, Capital Mobilisation and Capital Deployment. Together, they connect stronger financial institutions and risk management with the mobilisation of investment resources and their deployment into projects, businesses and jobs.
NAFAD presents an opportunity for Uganda to strengthen coordination among financial institutions, mobilise domestic and international capital, and attract long-term investment into priority sectors.
The Minister also met with African Development Bank Group President Dr Sidi Ould Tah on the Bank’s strategic direction and opportunities to deepen its partnership with Uganda. The Bank President reaffirmed the institution’s commitment to Uganda’s development agenda.
